Organization and Objectives
|
|
|
Ministry of
Agriculture was renamed as Ministry of Agriculture and Irrigation on 8 August
1996 in order to acknowledge the importance of irrigation in agriculture.
|
Myanmar Jute
Industries (MJI), an organization under the Ministry of Industry No. 1. Was
placed under this Ministry on 1 April 1994 in order to manage and supervise the
industrial crops effectively through all steps such as cultivation,
production, procurement, processing and selling. Similarly, in order to promote
the production of sugarcane, cotton, silk and perennial crops; new
organizations such as Myanma Sugarcane Enterprise (MSE), Myanmar Cotton and
Sericulture Enterprise (MCSE) and Myanmar Perennial Crops Enterprise (MPCE)
were newly created in May 1994. In view of water as a key resource, Water
Resources Utilization Department (WRUD) was also newly created in February 1995
to assist in use of water more effectively from rivers and streams, and to
manage profoundly in exploration and utilization of underground water for crop
development. With the aim to further improvement in support of credit to
agricultural production, Myanmar Agricultural and Rural Development Bank
(MARDB) as an organization under the Ministry of Finance and Revenue was moved
to the Ministry of Agriculture and Irrigation in 14 August 1996 and reorganized
and Myanmar Agricultural Development Bank (MADB). In addition, Agricultural
Institute and Agriculture High Schools under the Ministry of Education were
transferred to the MOAT on 1 January 1997, aiming to develop the technicians as
main power resources to provide well services in development of agriculture
sector.

At present, the
Ministry of Agriculture and Irrigation is composed of the 14 institutions as:
Minister's Office, Department of Agricultural Planning, Myanmar Agriculture
Service, Myanmar Farms Enterprise, Irrigation Department, Agricultural
Mechanization Department, Settlement and Land Records Department, Myanmar
Sugarcane Enterprise, Manna Cotton and Sericulture Enterprise, Myanmar Jute
Industries, Myanmar Perennial Crops Enterprise, Water Resources Utilization
Department, Myanmar Agricultural Development Bank and Institution of
Agriculture. There is 107829 total staff comprised of 4844 officers and 102895
other ranks as the organizational set up of the Ministry of Agriculture and
Irrigation.

The Development of New Agricultural Land
|
|
|
In cognizance of
the land as the basic recourse for crop production, the Ministry of Agriculture
and Irrigation pays continual attention to reclamation of fallow and waste land
and utilization of those for the improvement in crop production undertaking the
activities by not only State sector but cooperation and private sectors also
under the long-term and short-term plan.

Present status of
land utilization in Myanmar can be observed as 44.65 million acres; 25.89
million acres; 54.44 million acres; 42.37 million acres and 167.18 million
acres in cultivable land, reserved forests, and other forests. Other land and
total land respectively. The area 44.68 million acres of cultivable land
comprise of 22.34 million acres, 2.74 million acres and 19.60 million acres in
net sown area, fallow land area and cultivable waste land area respectively.

At present, being
utilization of above 22 million areas under the net sown area out of above 45
million acres of cultivable land, it remains about 23 million acres left for
crop cultivation. Hence, the fallow and waste land are being reclaimed
throughout the country and the arrangements are being made to allocate the land
to organizations as well as private entrepreneurs not only for the purpose of
agriculture but for agriculture-related activity such as commercial livestock
fanning also in accordance with the laws and regulations enacted.

Deep-water area
occupies about 200 thousand acres in delta area of lower Myanmar. In order to
become economically viable of these abandoned land, efforts were made on
reclamation of these land by means of embracing farmer's embankment and
evacuating rice-fish ponds. Establishment of farmer's embankment was carried
out in Nyaungdon Kyun and Yegyaw area, Ayeyarwady Division, and deep water
areas of Thanatpin and Bago Townships, Bago Division. Total area of land
reclaimed throughout the country was over 13000 acres of farmer's embankment
and 1427 number of rice-fish ponds, covering, and 12081 acres.

Terrace farming is
being carried out at Aungban, Kyaukme, Sinkyaw, Laukkaung and Chinshwe Haw in
Shan State and Hakha, Chin State to protect and rehabilitate the land degraded
by wind and water erosion.

Under the Nine
Greening Districts Programme above similar activities are being undertaken in
Seikhtain, kyauk-padaung Township, Mandalay Division; Ngwegway, Chaung-U
Township, Sagaing Division; Shimmadaung, Yesagyo Township and Pakokku Township,
Magway Division.
